Jelly Bean Ported to the Sprint Galaxy Nexus

It has only been about 24 hours since the first leak of Jelly Bean that was strictly for the GSM Galaxy Nexus, and developers have been on a frenzy. Not only have they ported JB to the Verizon GNex, but the ACS Developers have successfully ported the lovely Android 4.1 to Sprint?s version of the GNex. So now the entire Gnex family gets the chewy treat early, with a pretty stable and mostly everything working ROM. Scientists set to reveal Hawking's 'brain hack'

To produce the words for text or speech, British physicist Stephen Hawking currently uses an infrared sensor mounted on his eyeglasses, visible here during an appearance this month in Seattle. The sensor picks up twitches from his cheek, which are translated into the desired letters or words. Hawking and neuroscientist Philip Low are experimenting with a system that can translate brain waves directly into text and speech.

After months of tweaking, researchers are finally ready to show off a high-tech headband that can translate Stephen Hawking's brain waves into speech?? providing what could eventually become an easier avenue for the paralyzed British physicist and many others to share their deep thoughts.

The system, developed by San Diego-based NeuroVigil and known as iBrain, uses a head-mounted receiver the size of a matchbox to pick up different types of brain waves. iBrain employs a computer algorithm called SPEARS to analyze the brain emanations and encode them for a text-based speech reader. Philip Low, NeuroVigil's founder, chairman and CEO, is to present the latest results from his work with Hawking on July 7 at a Cambridge conference on consciousness.


"I haven't discussed doing a demonstration with Stephen, but we could do that, of course," Low told me today. During the conference, Low will be showing video clips of Hawking using the iBrain to communicate.

For decades, Hawking has been coping with amyotrophic lateral sclerosis, a degenerative nerve disease that has left the theoretical physicist confined to a wheelchair and unable to move even his fingers. To write or speak, he currently uses an infrared sensor system mounted on his eyeglasses: His cheek twitches are read by the sensor to control a wheelchair-mounted computer system that slowly encodes the patterns of those twitches. It can take a half-hour for Hawking to twitch out a couple of sentences in response to a question.

In an abstract prepared for next month's presentation, Low and Hawking describe how they worked out their technique for the iBrain system. Hawking (who is described as a "high-functioning 70-year-old ALS patient" in the abstract) was told to try moving one of his hands or feet ? for example, flexing his foot or scrunching his hand into a ball. The limbs didn't move, of course, but just thinking about trying to move them generated readable brain-wave patterns.

"The subject's brain activity demonstrated distinct broad-spectrum pulses extending to the gamma and ultra-high gamma ranges," the researchers wrote. "Such pulses were present in the absence of actual movement, and absent when the subject was not attempting motion."

The abstract said Hawking's brain also buzzed with alpha brain waves when he closed his eyes, as expected.?Alpha waves are associated with wakeful relaxation, and are probably familiar to anyone who's undergone biofeedback training. Gamma waves, in contrast, are associated with increased attention?? and in the past have been linked to?activities ranging from running to learning.

Lots of possibilities
The fact that Hawking's brain signals could be read reliably is a good sign, not only for one of the world's best-known scientists but for hundreds of thousands of others around the world.?Low and Hawking say their work "opens the possibility to link intended movements to a library of words and convert them into speech, thus providing ALS sufferers with communication tools more dependent on the brain than on the body."

Low told me that the brainwave-reading device could be used to control prosthetic devices "to give ALS sufferers mobility"?? sort of like a real-life version of the Stephen Hawking robotic exoskeleton proposed in an Onion parody 15 years ago.

The iBrain device could have other applications, such as diagnosing sleep apnea, studying autism and monitoring other brain conditions. It's already been used in a clinical trial to monitor the effects of experimental drugs on brain activity. The U.S. military is also looking into how the device can help treat traumatic brain injury and post-traumatic stress disorder, which are big issues for combat veterans. Direct brain-to-speech communication, however, represents the highest-profile application, particularly when Stephen Hawking is involved.

"We'd like to find a way to bypass his body, pretty much hack his brain," The Telegraph quoted Low as saying.

The key question for Hawking is whether iBrain represents an improvement over the system he currently has. Back in April, the professor told The New York Times?that the project hadn't quite reached that point. "At the moment I think my cheek switch is faster ... but should the position change I will try Philip Low's system," he wrote in an email sent by an assistant.

In that quote, Low said Hawking was talking about brain-computer interfaces in general, rather than specifically about iBrain. "What we are seeing is in fact an immediate response, so the question is going to be to productize this, so that he can communicate reliably should he lose control of his cheek muscles," he said.

Personal quest
Low said the iBrain project was already moving on to Version 2.0, and the iBrain 3 device is due to be built next year. "That will be about the size of a U.S. quarter," he told me. "People will be able to check their brain activity much like you or I can check our blood pressure."

The 32-year-old, Vienna-born researcher's company has come a long way since its founding, which Low says he initially financed by putting $240,000 on his credit card. Someday, he hopes brain-monitoring systems will be used to pick up the signs of neurological problems early enough to do something about them. For Low, this is not just business. It's personal.

"I would have loved to see this 20 years ago, when my father suffered from a side effect of a commonly used sleep drug," he told me. "He threatened someone with a weapon ... a gun, actually. And it destroyed our family."

His father was eventually pardoned, but it took a long time to put everything back together. That experience led Low to look into the neurological basis of sleep, including experiments with bird brains. That was what led him to come up with the SPEARS algorithm in the first place.

"It's very ironic that an algorithm I initially developed to analyze the brain patterns of birds has found its way to dealing with Stephen Hawking's brain patterns, the U.S. military and autistic children," he told me.?

Plenty of compelling stories beyond Phelps, Lochte

OMAHA, Neb. (AP) ? Forty-somethings and teen phenoms.

Records and rivalries.

Comebacks and farewells.

While Michael Phelps and Ryan Lochte are getting much of the attention, there's no shortage of compelling stories heading into the U.S. Olympic swimming trials, which begin Monday at a temporary pool in America's heartland.

"This is not a swim meet anymore," said Chuck Wielgus, the executive director of USA Swimming. "This is a major sporting spectacle."

With eight straight nights of primetime television coverage from the 13,200-seat CenturyLink Center Omaha, where pyrotechnics and high-tech videoboards are as much a part of the show as the pool, swimming will solidify its position as one of the glamour sports heading into London. Much of that attention can be attributed to Phelps, who won a record eight golds medals in Beijing and is the winningest Olympian ever with a total of 14 golds.

"His importance to the sport is immeasurable," said Gregg Troy, head coach of the men's team.

Phelps made more news Sunday, passing on a chance to scratch from the 400-meter individual medley, a grueling event he dropped after Beijing but brought back over the past year. That could set up a showdown with Lochte on the very first night of what Phelps says will be his final Olympic trials. He plans to retire after the London Games.

"We would like to see what he can do in the event," Phelps' coach, Bob Bowman, said in a text message to The Associated Press. "He's done a few decent ones in season, so we are taking a shot and seeing how it goes."

But the Americans have plenty of star power beyond Phelps and Lochte, who won five golds at last year's world championships ? including a sweep of both head-to-head races with Phelps.

Start with Natalie Coughlin, who's two medals away from becoming this country's most decorated female Olympic swimmer. Move on to Missy Franklin, just 17 years old but already touted as the sport's next big star. Savor the return of 40-year-old Janet Evans, now a mom with two kids attempting an improbable comeback after a decade-and-a-half retirement. Throw in Dara Torres, going for her sixth Olympic team at age 45.

"I'm so excited to be here," Franklin said Sunday. "I feel ready. I feel so prepared. I just want to get started."

She's not the only one. Brendan Hansen, one of America's greatest breaststrokers, called it a career after disappointing at the last two Olympics. But the tug of the water was just too strong, so the 30-year-old is back to try again for a more fitting capper to his career.

"My main purpose and goal for coming back was to make the Olympic team and go to the Olympics and show the world and my country what I can do," Hansen said. "The two Olympics I was in, I didn't do that."

Jessica Hardy is another swimmer with something to prove. She qualified for the Olympic team four years ago in Omaha, but had to drop out after she failed a doping test. She faced a two-year suspension and possible banishment from the London Games, but an arbitration panel ruled the positive result wasn't her fault. Her suspension was cut in half and she was cleared to swim in the Olympics if she makes the team.

"Obviously, I have a lot of traumatic feelings about being back. I'm working through those and trying to calm down," said Hardy, a world-record holder in the breaststroke. "I know a lot of people have strong opinions about me and my career. But really, I just swim for myself. I have high goals for myself and if I get close to those, I'll be happy.

One of the most intriguing figures at the trials is Anthony Ervin, who won a gold medal in the 50-meter freestyle at the 2000 Sydney Olympics, then mysteriously walked away from the sport before the next games in Athens. He sold off his gold medal to raise money for victims of the Indian Ocean tsunami, lost the relay silver he won in Australia, and generally just roamed around the country, working odd jobs, finishing college and searching for a deeper meaning to life.

Then, out of nowhere, he returned to the deck last year. Now 31, he's already put up times that stamp him as one of the top contenders in the 50 free, a chaotic dash from one end of the pool to the other.

"It's been quite a journey," Ervin said. "However the dice fall, it's been great. I'm glad I've been able to come back. There was never any intention to return to what I was."

Franklin is just getting started on her journey. She's still very much a kid, which is obvious from her excessive use of the word "awesome" and boundless enthusiasm for, well, just about everything.

"I can't wait to shave!" she proclaimed.

But Franklin, who just finished her junior year of high school, is a grown-up in the water. She won three golds and five medals overall at the 2011 worlds in Shanghai, establishing herself as America's top female hope.

Of course, Coughlin might have something to say about that. She won 11 medals over the last two Olympics, leaving her one shy of Jenny Thompson's career record, and is still a formidable force in a wide range of strokes as she approaches her 30th birthday. She's not ready for a changing of the guard just yet, even though there are teenagers coming at her from all directions.

Franklin and 18-year-old Rachel Bootsma will challenge Coughlin in the 100 backstroke, an event the veteran won at the last two Olympics. Franklin also will try to knock off Coughlin in another of her signature events, the 100 free. Nineteen-year-old Elizabeth Beisel is a serious challenger in the 200 individual medley.

"I don't think Natalie looks at it like she's going head-to-head with Missy or anybody else," said Teri McKeever, who is both Coughlin's coach and head coach of the U.S. women's team. "She's going head-to-head with Natalie. That's what the challenge is for the next eight days, for her be at her best and work on where she is now compared to 2008 or 2004. She and I have absolutely no control over what Missy or anybody else does. I don't think she spends too much time thinking about that."

Stocks plunge after weak manufacturing reports

NEW YORK (AP) ? A quiet start on Wall Street quickly turned into a rout Thursday as the bad news piled up.

Commodity prices slumped in early trading after a report said manufacturing in China fell this month. Then, around 10 a.m., the Philadelphia branch of the Federal Reserve reported a sharp contraction in manufacturing in the Northeast. The report, the worst since last August, helped knock the Dow Jones industrial average down about 40 points.

By the afternoon, the Dow had dropped 199 points to 12,624, a loss of 1.6 percent. Alcoa fell the most of the 30 stocks in the average, 3.6 percent. Alcoa lost 32 cents to $8.60, leading a broad fall in commodities and materials companies. Signs of weakness in China are especially troubling since that country's economy has helped drive global economic growth over the past four years.

"The news has been horrible out there," said Uri Landesman, president of Platinum Partners. "The U.S. economy is slowing down. And China's growth is definitely under question."

The Standard & Poor's 500 index lost 22 points to 1,333, a decline of 1.7 percent. The Nasdaq composite fell 55 points, 1.9 percent, to 2,875. All three major indexes lost their gains for the week.

The batch of weak economic reports led a Goldman Sachs analyst to tell clients to place bets against the stock market. The analyst said the S&P 500 index may reach 1,285.

The late-morning blows to investor confidence were just the latest reasons for people to pull money of out stocks. Earlier Thursday, the Labor Department reported that the four-week average of applications for unemployment benefits, a figure closely watched by economists, jumped to the highest level since September. The National Association of Realtors also reported that sales of previously occupied homes dropped 1.5 percent in May.

All this a day after the Federal Reserve slashed its estimates for U.S. economic growth and said it would extend a bond-buying program through the end of the year, disappointing investors who had hoped for bolder steps from the central bank to get the economy going again.

"What's worse is that things are getting weaker without the Fed coming in," said Rex Macey, chief investment officer at Wilmington Trust Investment Advisors. "We had a run-up in the market this month because people had been expecting Fed action. Today, the market is giving it back."

A manufacturing survey for countries that use the European currency also showed a contraction. The reports out of China and Europe helped sink commodity prices. Copper and platinum fell 2 percent. The price of oil dipped below $80 for the first time since October.

Benchmark U.S. crude, on a steady slide since May, hit a low of $79.82 per barrel.

The Philadelphia Fed index pushed Treasury prices up and yields down as traders shifted money into the their favorite hiding spot. The yield on the 10-year note slipped to 1.61 percent, down from 1.63 percent late Wednesday.

Material and energy companies, whose fortunes are closely tied to economic swings, led eight of the 10 industry groups within the S&P 500 index lower. Utilities and telecommunication companies, which are considered defensive investments because of their reliable cash flows and rich dividends, edged higher. Just 15 of the 500 companies in the index rose.

In Europe, auditors calculated that Spain's troubled banks need as much as ?62 billion ($78.76 billion). A Bank of Spain official said this scenario was much less than the ?100 billion that the 17 countries in the euro currency union said they would provide for Spain's banking sector.

Among stocks making big moves:

? ConAgra Foods, a major food maker whose brands include Hebrew National and Chef Boyardee, gained 4 percent, leading the S&P 500. The company's adjusted earnings and sales topped Wall Street's expectations. The stock climbed 95 cents to $25.55.

? Bed Bath & Beyond plunged 15 percent, the most in the S&P 500. The retailer said it expects weaker earnings in the current quarter than analysts expected even though it reported better profits after the market closed Wednesday. Bed Bath & Beyond's stock lost $11.23 to $62.44.

? Red Hat slumped 5 percent. The largest provider of the Linux open source operating system for computers reported weak figures for deferred revenue. Red Hat's stock dropped $3.19 to $53.29.

Still doing his thing! You may very well recall the 2008 viral video in which video game designer Matt Harding quit his job, traveled around planet earth and performing his signature dance move in the most far-flung and unlikeliest of places.

Well, four years later ... Matt's back with a sequel!

If it's possible, Harding's travelogue is even more impressive in 2012, with him dancing up a storm in locations ranging from Kabul, Afghanistan to Kigali, Rwanda, Damascus, Syria, Poria, Papua New Guinea and even the rarely seen Pyongyang, North Korea.

Not every place even made the video, either, but Matt, who released the 2012 video yesterday, promises to add them to a special outtakes video soon.

Just the other day we mentioned that producer/director Shawn Levy (Real Steel) had added another project to his plate; it looks like he?ll be doubling that order with the addition of a Sesame Street feature.? 20th Century Fox recently picked up the rights to the long-running educational kids program for Levy to produce through his 21 Laps banner.? Since it?s debut in 1969, Sesame Street has hauled in 138 Emmys.? More importantly, it?s created iconic and educational characters like Big Bird, Bert and Ernie and Oscar the Grouch, who are recognized all around the world by children of all ages.? SEATTLE (AP) - Tim Lincecum thought coming home and being in the familiar environment of where he grew up could help him stop the worst skid of his career.

So much for a happy homecoming. Instead it was just more of the same.

"Right now I'm not happy about the loss but there are silver linings here," Lincecum said. "So I'll take those but I'm still just (angry)."

Casper Wells and Jesus Montero greeted Lincecum with long first-inning home runs, Franklin Gutierrez's infield single in the sixth gave Seattle the lead for good and the Mariners snapped a six-game losing streak with a 7-4 win over the San Francisco Giants.

Lincecum (2-8) was the focal point of the evening thanks to five consecutive losing decisions and his first start in Seattle, where he was a prep star and national collegiate player of the year at Washington. It turned into another night of frustration for the two-time Cy Young Award winner, who was unable to hold a 4-2 lead and was done just one costly batter into the sixth inning.

Montero led off the sixth with a single and eventually scored the go-ahead run when Gutierrez hit a hard chopper down the third-base line that Joaquin Arias could only knock down. Brendan Ryan followed with a two-run single to center and the Giants couldn't rally against Seattle's bullpen.

Hisashi Iwakuma (1-0) pitched two innings for his first win and Tom Wilhelmsen collected his fourth save.

Lincecum gave up five runs and five hits, struck out six and walked two. The right-hander is 0-6 with a 6.44 ERA in nine starts since his last victory April 28 against San Diego.

"I know he's taking it hard," Giants manager Bruce Bochy said. "He was pitching his heart out. We let the game just get out of reach there in the sixth inning."

Before the game, Lincecum received a rousing welcome back. One fan stood near the bullpen while Lincecum warmed up with a sign reading "In Timmy We Believe." He was given a huge ovation from a large throng of Giants fans as he walked in from the bullpen, but immediately put himself in an early hole.

"The response from the crowd was great. But there wasn't any extra nervousness or anxiety or anything like that. I just felt like another game," Lincecum said. "I didn't know what to expect one way or the other but to get it at all was awesome."

Wells kickstarted Lincecum's rough night when he sent a 2-1 pitch into the Giants' bullpen in left with one out in the first. Kyle Seager then struck out before Montero showed off the power that made him one of the top prospects in the minors with a shot deep into the second deck of the left-field seats.

Lincecum settled down after Montero's eighth homer and his teammates started to help out. The Giants got a pair in the third on RBI singles from Ryan Theriot and Buster Posey and scored twice more in the fourth, with Theriot and Melky Cabrera collecting run-scoring hits to give the Giants a 4-2 lead.

By the time Lincecum took the mound for the fifth, he had retired 10 of 11 batters. But that run came to an abrupt end.

"He seems like he gets out of sync when he's in the stretch," Bochy said. "He wasn't in the stretch until (the fifth) inning. He gives up a ground-ball hit and a walk, similar to a lot of other games, (and) whatever can go wrong went wrong."

Dustin Ackley led off the fifth with a single for Seattle's first hit that didn't leave the park. John Jaso walked on four pitches and Ryan's sacrifice put two runners in scoring position.

Ichiro Suzuki's infield single back up the middle was good enough to get Ackley home and cut the Giants' lead to 4-3. Lincecum then bounced a breaking ball in the dirt well in front of home plate, allowing Jaso to score the tying run.

Lincecum was most angry at not knocking down Suzuki's hit, believing he could have pitched another inning if he fields the grounder.

"That was right to me. I just missed it. I should have caught it," he said.

Lincecum was replaced by Jeremy Affledt after Montero opened the sixth with a sharp single to left. Affeldt loaded the bases and Gutierrez brought home the first run when Arias could only knock down his hard shot and Ryan followed with the first of his two hits. The seven runs were the most for Seattle at home since May 5.

"It was really nice to see us score some runs here at home and put something together like we did tonight," Seattle manager Eric Wedge said.

NOTES: Kevin Millwood threw five innings in his first start since leaving Seattle's combined no-hitter with a strained groin. He was pushed back a few days in the rotation and gave up three earned runs. .... Suzuki's infield single in the fifth gave him 2,499 career hits in the majors. ... San Francisco is now 2-12 in games started by Lincecum this season.

Researchers identify need to sample multiple tumor zones in breast cancer

Certain short strands of RNA, known as microRNAs (miRNAs), have been linked to the progression and metastasis of breast cancer and may provide information about prognosis. However, studies of miRNA expression profiles often report conflicting findings. While the potential for using miRNAs in breast cancer diagnosis is promising, scientists report in a new study published online today in The Journal of Molecular Diagnostics that differences in the amount and types of miRNA within breast tumors can be misleading.

"Personalized medicine will be the future of cancer care," explains lead investigator Stefanie Avril, MD, of the Technical University of Munich. "However, taking a single tumor biopsy for defining individual treatment is probably oversimplified, and we need to take into account the heterogeneity of tumors. "We found considerable differences in the expression of miRNAs associated with breast cancer within a single tumor (referred to as intratumoral heterogeneity). The use of miRNA for diagnosis or prognosis requires sampling at several different tumor locations and of several tumor-involved lymph nodes."

Researchers collected 132 tumor samples from 16 patients who underwent either lumpectomy or mastectomy for large primary invasive breast cancer. Samples were taken from defined tumor zones: the center of the tumor, the periphery, and the area between. Samples were also taken from lymph nodes, if metastases were present. The expression of four miRNAs (miR-31, miR-335, miR-10b, and miR-210) and four control genes (let-7a, miR-16, RNU48, and RNU44) was assessed.

The researchers found significant variation in miRNA expression, from samples both within primary breast cancers and within lymph node metastases from the same patient. The extent of heterogeneity was very similar within the defined tumor zones and between different zones.

To illustrate why intratumoral heterogeneity may produce misleading results if only a single sample is used, the researchers assessed the variation of miRNA expression between different patients. The mean expression of miR31, which is associated with cancer metastasis, from all zones of the primary tumor site in patient 5 was significantly lower than the mean expression from all zones of the primary tumor site of patient 6. However, a sample from a single tumor zone from patient 5 showed a higher expression level than the lowest case from patient 6. "This might in part explain conflicting previous findings regarding miRNA expression profiles," Dr. Avril notes.

"An important strength of this study is the systematic and predefined prospective sampling of tumors in 8 to 10 different areas, whereas previous studies have commonly only analyzed different areas of one tumor section, or core biopsies of the same tumor," says Dr. Avril. "Reliable assessment of breast cancer miRNA profiles should include sampling of the primary tumor in several locations or sampling several tumor-involved lymph nodes when deriving miRNA expression profiles from metastases."

New course at Reno air races debuts to praise

(AP) ? Pilots offered praise this week for a new course designed to keep them farther away from spectators at the Reno National Championship Air Races after last year's accident that killed 11 people.

Pilots who flew the course for the first time during a training seminar this week ahead of the Sept. 12-16 races reacted positively to it, said Reno Air Racing Association President Mike Houghton. The repositioning of several pylons moves the course about 150 feet farther away from spectators and helps to ease the gravitational pull on pilots competing in the fastest of six aircraft classes by smoothing out some turns, he said.

A modified World War II P-51 Mustang crashed in front of VIP boxes last September at the Reno National Championship Air Races, killing 11 people and injuring about 70 others.

"I don't think it'll have an impact on speeds. (It'll affect) just the G-force pilots feel," Houghton said. "Every change we've made has taken safety to the next level, and this is one of those steps."

Pilot Steven Hinton, who races in the Unlimited class, praised the changes in a Facebook post Thursday.

"Had a great time at (the seminar) and the new course felt good! 89 more days till the races," he wrote.

The competition at Reno Stead Airport is the only event of its kind in the world, with planes flying wing-tip-to-wing tip around an oval pylon track, sometimes just 50 feet off the ground and at speeds of over 500 mph. This week's seminar, which drew nearly 50 rookies and veterans, for the first time offered special training to provide a feel for the gravitational pull pilots will experience when racing.

Pilot Jimmy Leeward, 74, was traveling at 530 mph when his P-51 Mustang experienced a significant event that caused the plane to pitch skyward while making a turn, then roll and slam into the ground nose first near box seats. Investigators said instruments from the aircraft showed the plane exceeded 9 Gs, and that appears to have incapacitated the pilot as blood rushed from his brain.

Houghton said the new course is expected to reduce the G-force on pilots in the fastest classes from roughly 3 to 2. It's difficult for people to maintain awareness at 5 Gs. Average roller coasters expose riders to about 2 to 3 Gs, but only for brief moments.

The changes are in line with safety recommendations made by the National Transportation Safety Board after last year's crash.

Pilot Eric Zine of Los Angeles, who competes in the biplane class, thinks the changes will make the event safer.

"Last year's crash was a one-in-a-million thing that happened," said Zine, a SkyWest Airlines pilot. "I think we took a safe event and made it safer (with the changes)."

Rod Hightower, president of the Experimental Aircraft Association, said he enjoyed flying the new course.

"It's a dangerous sport and the risk is there," he said. "But the whole industry worked well with regulatory agencies in coming up with positive changes. We try to move the safety bar up and up."

The cause of last year's crash is still under investigation, and the NTSB is expected to release a final report on it later this year.

This week's training seminar offered pilots a chance to hone their skills before the September event, which attracts the world's top racing pilots.

Houghton said his association is trying to raise money to cover a $1.7 million increase in insurance costs after last year's crash. The organization previously paid $300,000 for insurance.

"We're a $5 million-a-year organization, and that's a significant bump for us," he said, adding a committee has been formed to solicit donations from sponsors and local businesses.

Obama policy to spare many youths from deportation

WASHINGTON (AP) ? President Barack Obama eased enforcement of immigration laws Friday, offering a chance for hundreds of thousands of illegal immigrants to stay in the country and work. Immediately embraced by Hispanics, the extraordinary step touched off an election-year confrontation with congressional Republicans.

"Let's be clear, this is not amnesty, this is not immunity, this is not a path to citizenship, this is not a permanent fix," Obama said from the White House Rose Garden. "This is the right thing to do."

The policy change will affect as many as 800,000 immigrants who have lived in fear of deportation. It bypasses Congress and partially achieves the goals of the "DREAM Act," congressional legislation that would establish a path toward citizenship for young people who came to the United States illegally but who attend college or join the military.

Under the administration plan, illegal immigrants will be immune from deportation if they were brought to the United States before they turned 16 and are younger than 30, have been in the country for at least five continuous years, have no criminal history, graduated from a U.S. high school or earned a GED or served in the military. They also can apply for a work permit that will be good for two years with no limits on how many times it can be renewed.

Obama said the change would become effective immediately to "lift the shadow of deportation from these young people."

The move comes in an election year in which the Hispanic vote could be critical in swing states like Colorado, Nevada and Florida. While Obama enjoys support from a majority of Hispanic voters, Latino enthusiasm for the president has been tempered by the slow economic recovery, his inability to win congressional support for a broad overhaul of immigration laws and by his administration's aggressive deportation policy.

The step, to be carried out by the Department of Homeland Security, comes one week before Obama plans to address the National Association of Latino Elected and Appointed Officials' annual conference in Orlando, Fla. Republican presidential challenger Mitt Romney is to speak to the group on Thursday.

"Many of these young people have already contributed to our country in significant ways," Homeland Security Secretary Janet Napolitano wrote in a memorandum describing the administration's action. "Prosecutorial discretion, which is used in so many other areas, is especially justified here."

The policy closely tracks a proposal being drafted by Republican Sen. Marco Rubio of Florida, a potential vice presidential running mate for Romney, as an alternative to the DREAM Act, formally the Development, Relief and Education of Alien Minors Act.

While many Republican lawmakers decried the Obama administration's move, Rubio offered a tempered response.

"Today's announcement will be welcome news for many of these kids desperate for an answer, but it is a short-term answer to a long-term problem," Rubio said in a statement. "And by once again ignoring the Constitution and going around Congress, this short-term policy will make it harder to find a balanced and responsible long-term one."

The change drew a swift repudiation from Republican lawmakers, who accused Obama of circumventing Congress in an effort to boost his political standing and of favoring illegal immigrants over unemployed U.S. citizens.

"We should not forget that we are a nation of laws and a nation of immigrants," she said. "With respect to these young people, deferred action, the decision I announced today, is simply the right thing to do."

The Obama administration's deportation policies have come under fire, and Latino leaders have raised the subject in private meetings with the president. In 2011, Immigration and Customs Enforcement deported a record 396,906 people and is expected to deport about 400,000 this year.

A December poll by the Pew Hispanic Center showed that 59 percent of Latinos disapproved of the president's handling of deportations.
